RESOLUTION NUMBER 269
WHEREAS, we have been advised of legislation pending in the United States
Congress, HR1020/S.1271, titled the Nuclear Waste Policy Act of 1995, which
could lead to the transport, by railway and highway, of shipments of high level
radioactive waste through the Metropolitan St. Louis Area; and
WHEREAS, the shipments would consist of spent fuel rods which have been
stockpiled for decades at several dozen reactors throughout the Eastern and
Southern parts of this country; and
WHEREAS, in March 1987, a train transporting radioactive waste from the
Three Mile Island reactor was involved in a collision with a stalled automobile
at the intersection of Macklind and Manchester Avenues, vividly reminding us
that accidents can happen at any time; and
WHEREAS, there are many unanswered questions regarding the safe, permanent
storage of radioactive waste; and
WHEREAS, since the City of St. Louis is without sufficient emergency
personnel, equipment, and financial resources to safeguard its residents in the
event of an unpredictable, major nuclear accident, it is clear that the shipment
of nuclear waste materials through the City of St. Louis represents an
undesirable risk.
NOW THEREFORE BE IT RESOLVED by the Board of Aldermen of the City of St.
Louis that we are opposed to any federal or state legislation which would permit
the transportation of radioactive waste through the Metropolitan St. Louis area
until such time as a permanent solution has been found to growing national
problem and we further request that the Missouri Congressional delegation, along
with Governor Carnahan and the Missouri Public Safety Director, work together to
defeat such legislation for the benefit of all residents of the State of
Missouri and we direct the Clerk of this Board to send a copy of this Resolution
to the members of the Missouri Congressional delegation, Governor Carnahan, and
the Public Safety Director for the State of Missouri upon adoption by this
Board.
