At its meeting held January 23, 1996, the Board took the following action:
Supervisor Antonovich made the following statement:
"Legislation currently before the Congress, H.R. 1020
(Johnston), would move all the spent nuclear fuel rods in the United States from
their present location at Nuclear-Reactor sites to Yucca Mountain, Nevada, for
'interim' storage. One problem with concentrating all of these nuclear fuel rods
at one location is that it would require the shipment of 15,000 casks of nuclear
fuel along common-use roads and railways over a 30-year period. In particular,
there would be heavy traffic of radioactive nuclear waste through the Antelope
Valley along the rail line that passes directly through the middle of Lancaster
and Palmdale. Imposing on one part of the Country the dangers implicit in a
solution to a nationwide problem is unreasonable."
Therefore, on motion of Supervisor Antonovich, seconded by Supervisor Burke,
unanimously carried, the Board took the following actions:
a. Went on record in opposition to H.R. 1020 in its current form which would
move all spent nuclear fuel rods in the United States from their present
location at nuclear-reactor sites to Yucca Mountain, Nevada for "interim"
storage;
b. Endorsed in principle the concept of regional nuclear waste disposal
sites; and
c. Instructed the Executive Officer of the Board to request the Federal
government, in the event of the passage of H.R. 1020, to use remote rail and
highway routes that bypass the Antelope Valley and other population centers in
Los Angeles County.
